Bug description: To-String is cutted at byte 2048
Description:

In function mail($to, $subject, $body, $header):
If string $to is bigger than 2048, it is cutted there..
When setting
$to = "Harker Tetter<harker@tetter.com>, Sarter Berker<sarter@berker.com>,
..."
then it will be eventually cutted in between two < > so the mail won't be
delivered.
RFC says, that the maximum length of a line in a mail is 512 bytes so php
should meet this RFC norm by cutting the to-string appropriatly.
