Left and right single quotation (’ and ‘) are not converted
correctly (or not recognized). Encode and decode fails.
Reproduce code:

$str = "Guide de l´utilisateur";
echo htmlentities($str);
Expected result:
----------------
Guide de l’utilisateur
Actual result:
--------------
Guide de l´utilisateur
