Bug description: make include_path safe
Would it be possible to make include_path
1. Unchangeable (I assume php_admin_value will help here)
2. Safe to include, regardless of uid/gid or open_basedir
I host a number of sites on a cluster, and I would like to install some
libraries (like phplib) globally, but
the current safe_mode prevents that.
