Last time I checked pear installer depended on cli, so it --disable-cli
should disable pear.

It's correct that it shouldn't force it, so it's a "documentation"
error in the --help output.

Building 4.3.5RC4 (and RC3) with --disable-cli doesn't force
--without-pear as it states in ./configure --help
Builds fine with --disable-cli --without-pear
