Bug description:  mktime() returns invalid value

Description:

mktime(0,0,0,4,4,2004)
returns -7262

Reproduce code:

$time = mktime(0,0,0,4,4,2004)
?>

Expected result:
----------------
$test should be 1081026000

Actual result:
--------------
$time is -7262
