Bug description: config file path (-c flag) ignored

it seems that the -c (-c "C:/path/to/php.ini") flag that i previously used
in IIS to have the cgi executable point to a specified configuration file
doesn't work anymore with 4.3.6
is it a compilation issue related to the 4.3.6 windows binaries?
