Bug description: submit no image and get error at line 0
Upon installation of PHP 4.2.0, all forms which have an <input type=file>
pages cause a PHP error at line 0 when submitted without specifying
anything. It works fine if you specify a file by browsing, however, it
fails if you do not specify anything.
It says, "PHP Warning: No file uploaded in Unknown on line 0 PHP" after
submission of nothing for the file upload piece of the form.
