Nothing wrong with that. And anyway not a PHP "bug" (libxslt does
that)
You should use
$xslproc->transformToXml($dom) and set the xsl:output method to "html",
that maybe helps (didn't test it...) or not set any namespaces (not even
"empty" ones).

I produce all my HTML output from XSL transformations and I do not
bother with any namespaces, yet my output is clutterred with a lot of
xmlns="" statements. If the namespace is null this statement should not
be included in the output.
