Bug description: $_FILES is empty!
Description:

I cannot get any content into $_FILES it is recognized as an array - but
an empty array.
I have set (after having tried default settings):
upload_tmp_dir=/var/www/uploads
open_basedir=/var/www
file_uploads=on
register_globals=on
I have also tried to chmod 777 on the upload dir!.
Reproduce code:

FILE2: upload_submit.php

print_r($_FILES)
?>
Expected result:
