The documentation is right (E_ALL doesn't include E_STRICT).
Now its up with the developers if they want to change the php.ini file
or not.

While the online documentation says E_ALL does not include E_STRICT,
(which is probably correct :), when you read the docs/examples about
error-reporting in the php.ini(-dist/-recommended), you get the
impression that E_ALL does include E_STRICT too.
Examples:
; E_ALL - All errors and warnings
should get updated to something like:
; E_ALL - All errors and warnings, except E_Strict
; - Show all errors, except for notices and coding standards
warnings
;
;error_reporting = E_ALL & ~E_NOTICE & ~E_STRICT
If E_ALL does not include E_STRICT, then " & ~E_STRICT" shouldn't be
needed here, right?
