Did you remove config.cache or run make clean?

Description:
------------
not really sure this is a bug, but anyway:
if configure with-config-file=/path1 and install and later reconfigure
with parameter --with-config-file=/path2 and compile it makes no sense
- php.ini still is searched in /path1
> php -i | grep php\.ini
Configuration File (php.ini) Path => /path1/php.ini
