Bug description: I was getting "unable to fork" problem with curl

While running osCommerce shopping cart on checkout_shipping.php, I
received

I enabled IUSR_XXXX under c:/windows/system32 for cmd.exe in my windows
2003 server, however, the error still shown. I was told this error was
fixed in php 4.0.6 but why it still fail?
Have gone through all possible setting and helps but still failed. Need
help urgently!
