Bug description:  get_elements_by_tag_name() wildcard fails [again]

Bug 26531 (http://bugs.php.net/bug.php?id=26531)
has resurfaced again in ver 5. 

 $whatever->get_elements_by_tagname("*");
returns null instead of the full list.

Also, I just downloaded the latest dll from snaps/pecl and confirmed that
the issue hasn't already been found and fixed on the bleeding edge.
