#32668 [NEW]: Setting error_reporting in PHP.INI has no effect

When PHP starts up, shouldn't it read the INI file's error_reporting setting? Then set the current value to this? Reproduce code: --------------- // one liner echo error_reporting(); Expected result: ---------------- Expected result is what is the current value in the PHP.INI file setting.
