Fixed tests under ext/lang/.
Not sure about others, you should probably ask Derick to review date
related tests.

Some tests don't work on windows because of the new line chars.

Here is a patch to fix them:
http://mega.ist.utl.pt/~ncpl/patch_php_tests.txt

It also fixes some date tests when the TZ var is set, and some tests
after Ilia's commit (yesterday) that changed an E_STRICT to E_NOTICE.
