Straight CGI (Fast CGI), ini set by installer, unchanged otherwise,
worked under 5.04

Reproduce code:

echo date('U');
?>

Expected result:
----------------
Unix timestamp, not, what looks like, an uninterpreted sprintf

Actual result:
--------------
%ld
