(I apologize for the lack of technical detail)
A simple form, submitting to the same page that the form is on, is
seeing the "url" in the word "curl" and causing an error. Something is
attempting to operate on the "url".
It's a basic text field, and I'm not able to manipulate it with any PHP
string commands to avoid the problem.
Reproduce code:

print "<form method=\"post\" action=\"commentary.php\">";
print "<textarea name=\"actualText\" rows=\"10\"
cols=\"70\"></textarea></td>";
print "<input type=\"submit\" value=\"Save\" />";
print "</form>";
(There's more code to the page, but the value of "curl" followed by a
space "curl " causes the error and doesn't allow any other code to be
run.
Expected result:
----------------
Textfield value added to database, and a "success" message should be
displayed.
Actual result:
--------------
Forbidden
You don't have permission to access /admin/commentary.php on this
server.
Additionally, a 404 Not Found error was encountered while trying to use
an ErrorDocument to handle the request.
Apache/1.3.33 Server at www.progressivedailybeacon.com Port 80
(The script is in a passworded directory, that has already been logged
into by this point.)
