#34469 [NEW]: configure fails around pgsql if pg_configure is unavailable.

Description: ------------ configure --with-pgsql=/usr fails even if pgsql is installed under the /usr tree if the pg_configure tool is not present. configure script for 4.4.0 references $PHP_LIBDIR, but it is not declared anywhere (apparenetly).
