The manual clearly states that:
If you want to serialize non-ASCII characters you have to convert your
data to UTF-8 first (see utf8_encode() and iconv()).

I have problem with wddx_deserialize.
I work with UTF-8 in all server and wddx_deserialize return a value
ISO-8859-1.
This is an example:
This very good.
echo wddx_serialize_value("Héllô thìs is ñw@@!?¿<>");
This is bad.
echo wddx_deserialize(wddx_serialize_value("Héllô thìs is
ñw@@!?¿<>"));
