setlocale(LC_ALL, 'ru_RU');
echo str_word_count("ìÿòíàÿ");
Result - 2 !!! Wrong!
That is because function understanding letter "ÿ" as whitespace.
Reproduce code:

setlocale(LC_ALL, 'ru_RU');
echo str_word_count("ìÿòíàÿ");
Expected result:
----------------
1
