When I upgraded from 5.5 to 5.1, I had to
0. Unzip 5.1 to c:\php5-win32-latest
1. Edit c:/Program Files/Apache Group/Apache2/conf/httpd.conf and
change:
LoadModule php5_module
"c:/php5.0-win32-200511031730/php5apache2.dll"
to
LoadModule php5_module "c:/php5-win32-latest/php5apache2.dll"
2. Edit c:\Program Files\Apache Group\Apache2\php.ini and change:
extension_dir = "c:\php5.0-win32-200511031730\ext"
to
extension_dir = "c:\php5-win32-latest\ext"
3. Copy c:\Program Files\Apache Group\Apache2\php.ini to c:\WINDOWS
Step 3 was not needed when upgrading any 5.0.x to 5.0.y.

I am using Apache 1.3.33 and Apache 2.0.54. The only modifications in
httpd.conf for PHP are:
LoadModule php5_module "c:/php5-win32-latest/php5apache2.dll"
<IfModule mod_php5.c>
AddType application/x-httpd-php .php
AddType application/x-httpd-php .phtml
AddType application/x-httpd-php-source .phps
</IfModule>
The paths I had php.ini at were:
c:/Program Files/Apache Group/Apache2/php.ini
and
c:/Program Files/Apache Group/Apache/php.ini
(Sorry about late night path-typos in the original report - I was
trying not to get distracted from the bug I was trying to
investigate.)
Early in the 5.0 cycle I heard the search path for php.ini on Windows
had changed. I have not been able to track down this original
reference but
http://www.php.net/manual/en/configuration.php#configuration.file
does
mention "The web server's directory" as being in the search path.
Having php.ini in the Apache directory made it easy to upgrade PHP
When I upgraded from 5.0.x to 5.0.y all I needed to do was unzip,
editing the LoadModule command and update php.ini's extension_dir
path. When I upgraded to 5.1 I had to move php.ini to c:\WINDOWS.
Having a php.ini per web server made it easy to compare two
configurations of PHP. Each ran under a different Apache.

And how exactly you have told in httpd.conf where PHP looks for
php.ini? And what apache version is that?

PHP 5.0 on Windows reads a php.ini located at
c:/Program Files/Apache Group/Apache/conf/httpd.conf
or c:/Program Files/Apache Group/Apache/conf2/httpd.conf.
PHP 5.1.0RC7-dev (Nov 22 2005 08:23:50) does not read
this php.ini. Phpinfo() shows php.ini as "C:\WINDOWS",
i.e. it has not found a php.ini
This is a backward compatibility breakage I didn't notice
documented in Steph's 5.1 upgrade notes.
