Bug description: safe_mode_include_dir should default to /path/to/php/pear
Description:

The PHP include_path configuration directive defaults to
".;/path/to/php/pear". safe_mode_include_dir defaults to NULL. This means
that, in order to use PEAR on a PHP installation where safe mode is
enabled, extra configuration is necessary.
This can be avoided by defaulting safe_mode_include_dir to
/path/to/php/pear.
