You need to --enable-cli to run "make test"

make ran OK, make install failed (bug 17338), make test also fails
with:
make: *** No rule to make target `/opt/src/php-4.2.1/sapi/cli/php',
needed by 'test'. Stop.
Configure line is simply ./configure --with-apxs=myapxsfile
CC environment variable set to gcc.
