Reproduce code:

?>

OpenSSL support  enabled  
OpenSSL Version  OpenSSL 0.9.8a 11 Oct 2005  
 
Registered PHP Streams  php, http, ftp, https, ftps, compress.zlib  

Fails with PHP 4.4.1, 5.1.1 and CVS PHP_4_4.

Actual result:

Warning: file_get_contents(): php_stream_sock_ssl_activate_with_method:
failed to create an SSL context 

Warning: file_get_contents(https://ssl.example.com): failed to open
stream: Unable to activate SSL mode
