php 4.4.0 was working normally.
Reproduce code:

$dirs = array("/", "./", "../", "/usr");
foreach($dirs as $dir){
if(is_dir($dir)==true){
echo "dir $dir\n";
}else{
echo "non dir $dir\n";
}
}
?>
Expected result:
----------------
dir /
dir ./
dir ../
dir /usr
Actual result:
--------------
non dir /
non dir ./
non dir ../
non dir /usr
