Bug description:  charset parameter on oci_new_connect has no effect

Description:

i'm trying to connect to an AL32UTF8 database using a WE8ISO8859P1
client.
when i change the nls_lang parameter in the registry everything works
fine, but if i try to change it by the charset parameter i get the wrong
result.
tell me please what additional information i could supply...
