Unfortunately your version of PHP is too old -- the problem
might already be fixed. Please download a new PHP
version from http://www.php.net/downloads.php
If you are able to reproduce the bug with one of the latest
versions of PHP, please change the PHP version on this bug report
to the version you tested and change the status back to "Open".

I too have stumbled unto this problem. A workaround is to add the
following "Date" header to the mail() function call.
"Date: ".date("D, j M Y H:i:s -0600")."\r\n"
In my case, I'm at CST so -0600 is what does it for me. Change yours
as necessary.
Here's how I use it in my code:
mail($emailToAddress,
$g_welcomeMessageSubjectLine,
$welcomeMessage,
"From: ".$g_sendWelcomeMsgFrom."\r\n".
"Date: ".date("D, j M Y H:i:s -0600")."\r\n");
The mail then arrives with the correct timestamp in the user's mailbox.

I experienced a similar problem in php 4.06, but the time was only off
by 6 hours. Now the time is off by 12 hours. Here's a sample of the
mail headers...notice the "Date" line:
