Bug description: broken php5ts.dll
Description:

Have downloaded the latest version of PHP 5 (5.1.2) and installed it on my
machine and suddenly Apache would no longer start. After much searching it
turns out that php5ts.dll was somehow causing the problem. I replaced the
new version with the version in the backup folder and apache started
again.
