IIS6 fail on shutdown when phpisapi.dll are used.

Reproduce code:
---------------
It was used the phpisapi.dll 5.1.3 on Windows 2003 Standard Edition. I
load the index.php page. Than I
shutdown IIS6 with command line "net stop iisadmin" and get access
violation. I get back phpisapi.dll 5.1.2 and now all ok.
