When accessing the fopen() function with an URL starting with http://
apache crashes.
Previous bugs states that this has been fixed in CVS, but the latest
snap still crashes.
First I upgraded to v4.4.2, I read alot of bugs and then I upgraded to
the latest snap but the bug is still here.
Reproduce code:

$url="http://www.php.net/";
$xhtml = '';
if($filehandle = @fopen($url, 'rb')) {
$xhtml = fread($filehandle, 4096);
fclose($filehandle);
echo "$xhtml";
}
?>
Expected result:
----------------
the HTML of the URL
Actual result:
--------------
Apache crashes and restarts.
