extension_dir is the only dir where PHP looks for extensions.
None of the dirs you mentioned are used, so such error message would be
just senseless.

Error message is not helpful. A good error message could save
thousands of hours of people's time worldwide.
Expected result:

Unable to load dynamic library './mysql.so' - ./mysql.so:
cannot open shared object file: No such file or directory in
'/usr/lb', '/lib,', '/usr/local/apache/php/extensions'.
Change blah in php.ini or recompile with the -with-blah=foo'
option to fix this problem.
Actual result:
--------------
Unable to load dynamic library './mysql.so' - ./mysql.so:
cannot open shared object file: No such file or directory
And "Incorrect CAPTCHA" at the top of this bug reporting page
should instead be red text next to the thing that is wrong.
Not everyone knows right away what CAPTCHA is.
