also, can you revert this stuff, I just checked with Shane, and when we were
debugging this fix, we had problems because IIS is not specifically IIS, but
any "microsoft developed webserver" ... PWS carries the same tag, and
doesn't behave in the same way.
this fix actually potentially reopens the hole.
