In short: No part of this work may be used, (...), copied, distributed, revised, modified, (...), compiled, linked, (...) without the prior written consent of Novell, Inc. Reding this i assume this requires authorisation by Novell, Inc. and another form of license from them. Maybe they must give it away in a license that sticks to php development.
