glibc iconv translit'ed like below:
----------
"Hello"
'Hello'
,,Hello"
,Hello'
"Hello"
'Hello'
,,Hello"
,Hello'
----------
How can we do with this result?
IMO transliteration is very implementation specific feature, and further
tests may make no sense as long as doing the same ones with the different
libraries.
Adding constants like ICONV_IMPL and ICONV_VERSION that imply the variety
of libraries looks enough cool?
