Just realized i didn't explain this properly. I want people to have the
ability to go:
$ pear install zip
And install the zip extension, since most php builds are not built with
bz2 or zip or cyrus, etc. This is not possible if the extension remains
in the php tree (or its not as natural, at least.) PECL makes much more
sense for these extensions as they're initially not that widely
installed by system administrators, but alot of people may want to use
them. PECL makes this much easier, and its still perfectly possible to
"bundle" (make it accessible in a normal php5 tree), by a simple CVS
alias.
Also (secondarily), these extensions really don't belong as a part of
the PHP-QA process, they're relatively small, with relatively small
usage groups.
