There was a release (alpha1) and changes happened between it and the next alpha/RC releases. Theses changes have to be present in the NEWS file. It is the RM to merge them before the first stable release (5.3.0-final). I may be mistaken but it is what is described in the release process doc and what other (Derick or Johannes) said as well.
