This extension is odd, very odd, and very unreasonable to put in a language. With all due respect, I don't think that the oddities of some IRC channel should affect it. There may be people there who are totally different from the ones I know, but I really don't think that an rtfm() function makes any sense whatsoever, when it does nothing but point you to a simple URL. Explaining someone to call rtfm() with the topic as the argument has got to be more difficult than pointing him to php.net/topic.
If you really with to make him use PHP to get this done, write an alias that echoes the following to the channel:
print "Click <a href=\"php.net/$topic\">here</a>, dummy";
If he's not bright enough to get it, perhaps he should quit while he still can.
