I have no choice - this is the exact hash function used by
the ezmlm-mysql patches. It uses unsigned arithmethic and since
php variables are signed, I could not build it in php itself.
EZMLM uses 53 hash queues for mail addresses, and I need this
function to find out in which one a particular address is kept
in. The function must be exactly identical to what EZMLM uses.
