TSRMLS_FETCH()´ expands to an empty string, and thus the ;´
(an empty statement) remains which means that your non-C99
compiler will bark out, because..

variable declarations follow. Thus, the fetch should be
moved or (even better) change the function declaration to
include TSRMLS_DC.
