The idea is that NEWS is to serve as a guide for "what was fixed since
the last release". Since master's "last release" is the previous
version, only the delta from there should be in the master's NEWS. Once
master is branched off as a release version, its "last release" has its
own track and NEWS has to be tracked there basing on that.
