win2k - apache - php files open as text

hey all- i have reformatted and do not know why this will not work. I am running win 2k and apache [as a service] i have configured the http.conf file as all documentations say to, yet when i open a php file in IE it prompts to "save file to disk" "open from current location" - if i choose open it displays the script as text.
