The variables wont become available until the cookies are read - which happens when the script is first loaded. Normally the cookies are set, then a header is sent to reload the page - but be carful not to create an endless loop of browser reloading...
Check out the examples on: http://www.php.net/manual/en/function.setcookie.php if you still can't get it working, let us know...
