Do you mean the hosting company would have compiled PHP with all the extenions available at compile time? I have looked at two different hosting company's phpinfo() the only dbms they build PHP with is mysql..or its' already built in I think the resoning is: IF you want other dbms PHP functions,,just dl() it .
