You might try: ftp://ftp.redhat.com/pub/redhat/linux/rawhide/i386/RedHat/RPMS/ there are php 4.0.6 rpms you might have to update a few other things, openssl, freetype, etc or recompile rpm --rebuild ftp://ftp.redhat.com/pub/redhat/linux/rawhide/SRPMS/SRPMS/php-4.0.6-2.src.rpm E.
