Depending on the frequency of the blink, it could induce seizures in epileptics, aside from being extremely annoying.
Highlighting rows with a sufficiently contrasting color will draw attention to the item, and will be seen by color blind visitors.
avoid blink. it's an excellent way to get people to leave your site.
