MySQL is a bit simpler; it's faster if you're doing
a lot of simple queries.
PostgreSQL is a somewhat more complete
implementation of SQL; it allows you to do
things like subqueries and transactions, at
the cost of being a bit slower.
Either should be entirely sufficient for
what you want to do.

... you can specify the upload dir with upload_tmp_dir
in php.ini, or use move_uploaded_file() to put it
where you want.

You can do what you have described without
any script; this is fast and simple, at the cost
of being unuseable in any other form.
On the other hand, storing stories in a
database in chunks offers a lot more
flexibility.
