Postgres and php shell scripting

Anyone know if there's a trick to using PHP as a shell script and accessing postgres? I keep
getting pg_exec not found yet it works in a browser. I'm using my normal abstraction class.
All normal filesystem, string, etc functions are available. Just can't get the pg functions to
work.
