have a form with something like
<input type="text" name="TechContact" value="">
then submit it to a page that might do something like
$Query = "SELECT * FROM enet WHERE TechContact LIKE '%$TechContact%' AND
AdminContact LIKE '%'";
which will locate anything CONTAINING what the user enters in the text field
