Here is example for MySQL.
But You should have no problems to adopt it to PSQL.

Subject: [PHP-DB] Images in a database
Does anyone have or know of example code of an image being
retrieved/inserted from/into a postgresql database using php.
I know that performance will suffer but the load will be low and the number
of images could be in the thousands so organisation is seen as more
important than performance, storing images outside the database is a pure
performance kludge.
Has anyone done any form of quantifiable testing of the perf difference
between the two methods and come up with rough performance hit guidelines.
What I would like to do eventually is create a function in postgres to
generate a thumbnail from the stored image that can be displayed.
