ORA-12538 Error

I have been through the lists to debug this problem. I'm getting the
following error:
Warning: _oci_open_server: Error while trying to retrieve text for
error ORA-12538
in d:\01\isuites\apache\apache\htdocs\php\ora1.php on line 9
Running:
NT SP6a
Oracle 8.1.7 EE
Apache 1.3.20
PHP 4.0.6
